Act 168 evolved from a basic commitment of the Epilepsy Foundation of South Carolina (EFSC) to improve the health and lives of people with epilepsy. Additionally, new and compelling epidemiological research from the Medical University of South Carolina revealed a larger segment of the population had epilepsy (2.1%) than had been previously considered. That population also has a great burden of medical costs, limitations of access to care and services, unemployment and neurobehavioral difficulties. EFSC leadership proposed legislation to SC Representatives J. E. Smith, Funderburk, and Cotty and SC Senators Lourie and Sheheen. These legislators authored a Resolution which was passed by the SC General Assembly and Approved by Governor Mark Sanford. During this process, people with epilepsy and their families informed legislators of the importance of this Resolution thus assuring the success of its enactment.
